According to St. Louis City Ordinance 69536 (https://www.slpl.lib.mo.us/cco/ords/data/ord9536.htm) this data is collected by the Clerk of the Board of Aldermen and the Missouri Ethics Commission. However, neither appears to provide the disclosures openly on the web, although the MO Ethics Commission offers campaign contribution searches. There are no instructions in the ordinance about making these disclosures available for public viewing, and there appears to be no information on the St. Louis city website about accessing the documents. The ordinance went into effect in September 2013 (https://www.stlouis-mo.gov/government/departments/aldermen/city-laws/board-bills.cfm?bbDetail=true&BBID=8588).
