The PVA has all of its data digitized and available for download or for viewing online... however, you have to pay to see it. There are subscription models used to access this public data. Each PVA's county office is run by a Kentucky state organization, and they all have this policy. It seems like a situation where public data is being held hostage and only the rich can pay to access it, ripe for an open data lawsuit.
