HTML interface, including map and keyword searching, is available from the Development Services department at https://www.cityoftulsa.org/our-city/doing-business-with-the-city/permits-and-licensing.aspx and subpages.

The API at https://maps.cityoftulsa.org/ArcGIS/rest/services/Permits/PermitInspection/MapServer is for querying the ArcGIS server directly. This allows bulk downloads, but requires knowledge of interfacing with ArcGIS services. The properties are available, but there is no data dictionary to understand the fields.
