Full Open311 GeoReport spec (no POST, but all GETs). Public queries can be made by block to https://stlouis-mo.gov/government/departments/public-safety/neighborhood-stabilization-office/citizens-service-bureau/check-service-request.cfm. Public queries show all request level detail, though resolution is status only without information on how resolved (but resolving department is listed).

API is readily available with very open terms, but redistributing terms are not clear. Bulk download is not readily available on the public query site, though likely possible through API. Bulk data download is available (Microsoft Access Database) from this site: https://dynamic.stlouis-mo.gov/citydata/downloads/ Data in bulk download is slightly delayed.
