Data available is budget data, but no spend data. Contains line items for each year since 2009-10. Does NOT contain 2014-15 (as of 2-22-2014). That data can be found here: https://sfcontroller.org/modules/showdocument.aspx?documentid=4497 Structure is straight forward tabular data, however it's not 100% "tidy" as each year is in a column.
