The Environmental Management Department, part of Sacramento County, provides a search portal that returns a limited number of .pdf. The reports provide information on the severity of infractions and also provides comments. Because the documents require a search request, are in .pdf format, and are not easily machine readable, the data is hard to gather and use in bulk.
