Richmond could improve here by offering the shapefiles as GeoJSON/TopoJSON files, encouraging web consumption.

NOTE: I couldn't find a license, however there is a disclaimer on the accept terms page to access gis data. Instead of the license url, I added the url of the GIS department, who create and provide the data.
