Metro Finance has their 2014-2015 budget online in a PDF document and there are also summaries by department available in PDF format. The data isn't machine readable, but is certainly available in bulk. The licensing is likely public domain, but that isn't clear at a glance. There is at least a very good write up at the front of the book on how to use it.
