All of the City's permit data is available and searchable. Good for a specific search for a permit but not useful from the perspective of someone building an application or wishing to plot permits on a map. Permit data is not openly licensed or machine readable. The City encourages people to register for an online account. It appears that the permit search and this website (ca.permitcleveland.org/Public/) is provided as a service for people to apply for and pay for permits.
