Data is in the form of scanned PDF documents. Some are difficult to read given the scanning (dark areas that obscure print) and some are handwritten. Some documents were scanned crooked which could make them difficult to read. The data is difficult to search as you must construct a specific query with multiple parameters instead of making it easier for citizens to limit by date, type of campaign, etc.
