Data is available, but it's accuracy is difficult to verify and it's form is not terribly useful. There is no unique field for linking lobbyist activity to specific public officials or laws. Not all data can be obtained in bulk, though subsets can be searched for and downloaded in Excel/HTML form. You basically have to know who you are searching for in order for the data to be useful to you.
